Mr. Joseph D. Welch
Mr. Joseph (Joe) Welch is the Portfolio Acquisition Executive for Command and Control (C2) and Counter C2 where he leads acquisition reform efforts to accelerate capability delivery to Army formations. As the PAE, Mr. Welch streamlines decision cycles, aligns resources, fosters innovation by leveraging commercial solutions, integrates sustainment early to ensure long-term readiness, and proactively manages risk across the capability portfolio. He prioritizes the efforts of acquisition enabling organizations including Capability Program Executives (CPE) Command, Control, Communications and Network (C3N), Intelligence, Electronic Warfare and Sensors (IEW&S), and Simulation, Training and Instrumentation (STRI); the C5ISR Systems Center; Army Contracting Command – Aberdeen Proving Ground; and multiple Future Capability Directorates.
Concurrently, Mr. Welch serves as the Executive Director for Transformation and Training Command (T2COM). This is the command’s most senior civilian position and a core element of the T2COM leadership team. In this capacity Mr. Welch oversees the command’s civilian personnel and business administration; supports T2COM’s major subordinate commands in conducting Army force design, force development and force generation; and integrates T2COM into Army processes that impact Army transformation. Mr. Welch is also the Functional Chief of the Army’s Science, Engineering and Analysis Career Field, leading the career management enterprise of more than 21,000 Department of the Army Civilian professionals.
Mr. Welch was appointed to the Senior Executive Service in January 2019. His prior executive assignments include Deputy to the Commanding General, Army Futures Command; Director of the Combat Capabilities Development Command (DEVCOM) C5ISR Center; and Deputy Program Executive Officer, Command, Control and Communications – Tactical (PEO C3T). He holds a bachelor’s degree in electrical engineering with economics and a master’s degree in systems engineering.
Brigadier General Kevin S. Chaney
Brigadier General Kevin Chaney assumed the role of Capability Program Executive for Intelligence and Spectrum Warfare (CPE ISW) – (formerly known as Program Executive Office) – on July 24, 2025. As the CPE, he provides technical and managerial oversight for the development and acquisition of the Army’s portfolio of intelligence; electronic warfare; cyber; integrated base defense; force protection; position, navigation and timing; biometrics; and target acquisition programs. These capabilities, spanning more than 80 Programs of Record and Quick Reaction Capabilities with an annual budget of approximately $2.7 billion, provide a more detailed understanding of the battlefield.
BG Kevin Chaney started his military career with a Regular Army commission in 1995 from the United States Military Academy after graduating with a Bachelor of Science degree in Computer Science. He holds a Master of Business Administration degree from the Naval Post-Graduate School and a Master of Strategic Studies from the Air War College.
BG Chaney began his aviation service as a Maintenance Platoon Leader in C Company, 2nd Aviation Maintenance Company at Camp Stanley, Korea. In January 1998, he transferred to the 21st Cavalry Brigade where he served as the Brigade Aviation Maintenance Officer. After completing the Combined Logistics Captains Career Course in 2001, he was assigned to Hunter Army Airfield, Georgia as the 603rd Aviation Support Battalion Production Control Officer and later the Company Commander for Headquarters and Headquarters Company, 1st Battalion, 3rd Infantry Division. In 2003, he transferred to Fort Riley, Kansas to serve as the Company Commander and Observer/Controller Team Chief for C Company, 2nd Battalion, 291st Regiment.
In 2007, BG Chaney started his acquisition career as the Assistant Product Manager for the T-700 Engine Controls Program and later for the UH-60 Modernization Product Office. In 2010, BG Chaney joined Assistant Secretary of the Army (Acquisition, Logistics, and Technology) as a Department of the Army Systems Coordinator for the Joint Air-to-Ground Missile and Long Endurance Multi-Intelligence Vehicle. He later served as the Executive Officer to the Deputy for Acquisition and Systems Management before being selected to be a Special Assistant to the Director of the Army Staff. In 2013, BG Chaney assumed duties as the Product Manager for Infrared Countermeasures. In 2016, he was hand selected by the Acting Secretary of the Army to be his Acquisition Military Assistant. BG Chaney completed the Air War College in 2018 and assumed duties as the Project Manager (PM) for Aircraft Survivability Equipment. In 2021, the Army selected him for a second command where he served as the PM for Future Attack and Reconnaissance Aircraft (FARA). From June 2024 to March 2025, BG Chaney served as the Deputy Program Executive Officer for Command, Control, Communications, and Network (PEO C3N). From March 2025 to July 2025, BG Chaney was the Acting PEO C3N.
BG Chaney’s awards and decorations include Legion of Merit, Bronze Star, Meritorious Service Medals, and other Army commendation and achievement medals. In 2015, BG Chaney was selected as the Army’s Product Manager of the Year. He is an Army Aviator, graduate of the Air Assault course, and possesses an Advanced/ Level III certification in Program Management.
BG Chaney is married to the former LaNeshia Willis. They have two children: Sara Beth and Cole.
Mr. Chris P. Manning
Mr. Chris P. Manning assumed the role of Capability Program Executive for Intelligence and Spectrum Warfare (CPE ISW) on June 9, 2026. As the CPE, he provides technical and managerial oversight for the development and acquisition of the Army’s portfolio of intelligence; electronic warfare; cyber; integrated base defense; force protection; positioning, navigation, and timing; biometrics; and target recognition acquisition programs. These capabilities, spanning more than 70 Programs of Record and Quick Reaction Capabilities and valued at $12.7 billion across the Army Future Years Defense Program, provide a more detailed understanding of the battlefield.
Formerly, Mr. Manning was the Deputy Portfolio Acquisition Executive for Command and Control (C2) and Counter C2, where he led acquisition reform efforts to accelerate rapid fielding of mission-critical capabilities to the warfighter. As the Deputy, Mr. Manning focused on streamlining acquisition processes to reduce redundancies and inefficiencies across the acquisition enterprise. He advised the Portfolio Acquisition Executive and other Army Senior Leaders on the optimization of resource allocation to make trade-offs that meet warfighter needs more efficiently.
Concurrently, Mr. Manning served as Deputy Assistant Secretary of the Army for Research and Technology, DASA(R&T), where he was the principal planner, coordinator, and reviewer for the detailed management of research, exploratory development, and advanced development programs. Mr. Manning was responsible for technical oversight, research policy, and professional development for more than 13,000 Army Scientists and Engineers.
Prior to DASA(R&T), Mr. Manning served as the Deputy Director for Force Development, Deputy Chief of Staff, G-8 and was responsible for planning, programming, and budgeting research, development, and acquisition for the Army’s major investment programs totaling $30 billion annually.
Mr. Manning began his career as an officer in the Army after graduating from Michigan State University with a bachelor’s degree in electrical engineering. He later served in several Army civilian Acquisition Program Manager positions in various Program Executive Offices for over 12 years. Mr. Manning’s experience includes numerous science and technology (S&T) leadership roles and Senior Executive leadership experience in Army Labs. He earned his master’s degree in engineering from the University of Pennsylvania, while also graduating with a master’s certificate in technology management from the Wharton School.
