Mr. Chris P. Manning assumed the role of Capability Program Executive for Intelligence and Spectrum Warfare (CPE ISW) on June 9, 2026. As the CPE, he provides technical and managerial oversight for the development and acquisition of the Army’s portfolio of intelligence; electronic warfare; cyber; integrated base defense; force protection; positioning, navigation, and timing; biometrics; and target recognition acquisition programs. These capabilities, spanning more than 70 Programs of Record and Quick Reaction Capabilities and valued at $12.7 billion across the Army Future Years Defense Program, provide a more detailed understanding of the battlefield.

Formerly, Mr. Manning was the Deputy Portfolio Acquisition Executive for Command and Control (C2) and Counter C2, where he led acquisition reform efforts to accelerate rapid fielding of mission-critical capabilities to the warfighter. As the Deputy, Mr. Manning focused on streamlining acquisition processes to reduce redundancies and inefficiencies across the acquisition enterprise. He advised the Portfolio Acquisition Executive and other Army Senior Leaders on the optimization of resource allocation to make trade-offs that meet warfighter needs more efficiently.

Concurrently, Mr. Manning served as Deputy Assistant Secretary of the Army for Research and Technology, DASA(R&T), where he was the principal planner, coordinator, and reviewer for the detailed management of research, exploratory development, and advanced development programs. Mr. Manning was responsible for technical oversight, research policy, and professional development for more than 13,000 Army Scientists and Engineers.

Prior to DASA(R&T), Mr. Manning served as the Deputy Director for Force Development, Deputy Chief of Staff, G-8 and was responsible for planning, programming, and budgeting research, development, and acquisition for the Army’s major investment programs totaling $30 billion annually.

Mr. Manning began his career as an officer in the Army after graduating from Michigan State University with a bachelor’s degree in electrical engineering. He later served in several Army civilian Acquisition Program Manager positions in various Program Executive Offices for over 12 years. Mr. Manning’s experience includes numerous science and technology (S&T) leadership roles and Senior Executive leadership experience in Army Labs. He earned his master’s degree in engineering from the University of Pennsylvania, while also graduating with a master’s certificate in technology management from the Wharton School.

On August 11, 2025, Mr. Laurence Mixon became the Acting Deputy Capability Program Executive for Intelligence and Spectrum Warfare (DCPE ISW) – (formerly known as Program Executive Office) at Aberdeen Proving Ground, MD. In this position he plays a pivotal role in coordinating, integrating, and leading eight subordinate Project Managers (PMs) to ensure the development and integration of sensors and sensor data across various technologies.
Prior to becoming the Acting DCPE, Mixon was the Special Assistant to the PEO for IEW&S. In this position he served as a proactive agent as it relates to the development, integration and implementation of intelligence within IEW&S technologies. He provided intelligence technical expertise in assisting the PEO in creating and managing program concepts within the IEW&S portfolio to ensure integration and interoperability is achieved among US Army, Army Military Intelligence, intelligence support to Cyber and other intelligence related Acquisition programs to support full-spectrum force.

Before joining PEO IEW&S, Mixon served 30 years on active duty as an Army Intelligence Officer with his final assignment as the Assistant Chief of Staff, G3 for U.S. Army Intelligence and Security Command. In March 2016 he retired and was selected by the Army to serve as a Defense Intelligence Senior Level member.

Mixon’s earlier assignments include C2 Operations Chief, V Corps and Multinational Corps Iraq, from June 2005 to June 2006; Commander, 501st MI Battalion, 1st Armored Division, from June 2003 to June 2005 including 14 months deployed to Iraq; MI Force Integrator for the Assistant Chief of Staff, Army G3/5/7, from May 2002 to June 2003; S3, 513th MI Brigade and S3, 202nd MI Battalion, June 1999 to May 2002; MI Transition Course Instructor and Chief of the Battle Technology Lab, U.S. Army Intelligence Center and School, from August 1996 to June 1998; various tactical assignments in Germany, Korea and Fort Lewis, Washington, from May 1986 to July 1996.

Mixon holds a Master of Engineering Degree in Systems Engineering from the University of Virginia, a Master of Strategic Studies Degree from the U.S. Air War College, and a Bachelor of Science Degree in Engineering Management from the U.S. Military Academy at West Point. His military education includes U.S. Air War College, Command and General Staff College, the MI Officer Basic and Advanced Courses, the Signal Intelligence Officer Course, and Combined Armed Services Staff School.

His awards and decorations include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal, Army Commendation Medal, National Defense Service Medal with 2 Campaign Stars, Afghanistan Campaign Medal with 1 Campaign Star, Iraq Campaign Medal with 3 Campaign Stars, Global War on Terrorism Expeditionary and Service Medals, Korea Defense Service Medal, Army Service Ribbon, Overseas Service Ribbon (5 Device), NATO Medal, Air Assault Badge, Parachutist Badge, and the Army Staff Identification Badge.

Mr. Mixon and his wife Tracey have been blessed with eight magnificent children: Hunter, Lauren, Harrison, Brandon, Danielle, Coleman, Preston and Isabella.
