US Army Awards OTA for FALCONS

ABERDEEN PROVING GROUND, MD – The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG) in conjunction with Project Manager Electronic Warfare & Cyber (PM EW&C) released a Request for Information (RFI) for Electromagnetic Spectrum Operations (EMSO) capabilities and potential Multiple Award (MA) Indefinite Delivery Indefinite Quantity (IDIQ) contract. This RFI is coupled with an associated Characteristics of Needs (CoN) document developed by the U.S. Army Transformation and Training Command (T2COM), designed to enhance the ability of the Army to rapidly acquire EMSO technologies. RFI responses will support planning and conducting market research to determine the appropriate acquisition approach for EMSO capabilities and achieving spectrum dominance.

“The pace of technology evolution is faster than the pace of traditional procurement processes and this is particularly evident within the EMSO environment,” said Joseph Welch, Program Acquisition Executive for Command and Control (C2)/Counter C2. “Our modern approach of sharing upfront, broad problem statements through a CoN—as recently demonstrated in the Next Generation Command and Control effort—will be critical in obtaining meaningful industry feedback to shape procurement approaches for new equipment. This process enables collaboration between the Army and a diverse range of commercial industry partners, including small businesses, large firms, and non-traditional vendors, to ensure best-of-breed capabilities are rapidly delivered into the hands of Soldiers.”

The Army is accelerating Electromagnetic Warfare (EW) capabilities for large-scale combat operations against potential adversaries, with the goal to deliver Electromagnetic Spectrum Dominance. Dominance in the EMS will depend on the ability to effectively attack, protect, support and manage use of the spectrum and related EMSO common services to create and maintain an advantage across multiple domains and across all warfighting functions.

“As the Army implements a new acquisition framework designed to increase flexibility, speed, and commander involvement in the equipment development and fielding process, requesting industry partner responses to this open RFI is geared toward embracing breakthroughs in areas such as artificial intelligence (AI) and edge computing,” said Col. Scott Shaffer, PM EW&C. “Unlocking the potential for spectrum operations at machine speed will be key to winning the EMS fight.”
